AIM
a)To work for the betterment of the members and their families in their individual and collective capacity in the social, cultural, educational and financial fields.

b) To protect and promote the welfare of the members. To pursue the grievances of members with appropriate authorities.

c) To organize seminars, classes / tours, other educational activities including library facilities to improve working knowledge and efficiency of the members in their future life.

d) To provide recreational, cultural facilities by organizing clubs for improvement of sports, games and dramatic talents of the members and family.

e) To co-ordinate individual and collective activities for the progress, development and integrity of the nation. f)To foster good relationship among members and their families.

g) To co-ordinate and collaborate with similar associations / organizations to achieve the aim of the Association.
DEFINITION
Unless otherwise stated herein or there is anything repugnant to the subject or context.

5.1 Association means- Association Ex Apprentice Entry Artificers of Indian Navy.

5.2 Members means- The members of the said association who are duly enrolled and are in the Membership register of the association.

5.3 Committee means- The Executive Committee of the said Association.

5.4 Year means- The year beginning from 1st January .
MEMBERSHIP:
5.5 All those who joined the Navy as Artificer Apprentices, retired/discharged/dismissed from navy, are eligible for membership of the Association.

5.6 Application for membership of the association in the prescribed form shall be addressed to the secretary, who shall place the same before Executive Committee for consideration
ADMISSION
5.7 On admission every member shall pay an entrance fee as effective at the time of admission. In addition to the entrance fee, an annual subscription as effective from time to time has to be paid latest by 31st December of every year. The General Body shall decide the amount of entrance fee and annual subscription. A late fee @ 10% shall be levied from those members those who are not paying the annual subscription on or before the due date.
RIGHT
5.8 A member who fails to pay the annual subscription in full before 31st Dec shall not have the right to vote in the annual general body meeting.
5.9 A member who fails to pay subscriptions continuously for a period of three years shall automatically cease to be a member of the association.
RE-ADMISSION
5.10 A member may be re admitted in association only after the payment of arrears of subscription in full and 20% of the arrear amount as default fee, subject to the approval of the committee
THE MEMBERS
5.11 A register for all the members indicating the name of the members, their full address (permanent and temporary) phone number, Artificer entry class number etc shall be kept at the office of the Association, which can be referred with notice to the secretary of the Association.
5.12 Every member has the right to cast one vote in the general body meeting subject to section 5.8.
5.13 All members shall be eligible to get financial assistance in the form of grant subject to the approval of the committee.
5.14 To make use of the seminars and study classes etc. that may be arranged by the association
DISCIPLINARY
5.15 The general body shall have the right to remove any member from the membership of the association who resort to any activity subversive to the interest of the association. Such member shall however be informed of the association to do so vide a notice in writing of the imputations of lapses against him and he hall be given an opportunity to submit his written statement of defense within a specified period not exceeding 15 days or such extended period as may be granted by the Association. The said explanation shall be taken into consideration before passing of order and the decision taken shall be put to vote. The decision thereby being approved by the general body of the Association by a two third (2/3) majority of the members present or 51% of the total members present on the roll, whichever is higher. The decision thus taken is final and binding against which no appeal will lie. The association shall also maintain a record of such disciplinary proceedings.
ASSOCIATION
5.16 The association fund shall comprise of entrance fees, subscriptions, donations from members and others.
5.17 The Fund shall also be raised by appropriate projects as decided by committee.
5.18 Fund shall be utilised for: a. Payment of salaries to employees, allowances and expenses of officials subject to approval of the comittee
b.The day today administration of the Association subject to approval of the Committee.
c Conducting or achieving any of the objectives in the byelaws.
ACCOUNTS
5.19 The general body shall nominate two members for half yearly inspection of books of accounts (internal audit) of the Association, who shall submit their report and recommendations to the committee. The committee shall place the audited statement of income expenditure before the annual general body meeting for approval.
6.A
6.1 PRESIDENT: - 6.1.1 The president will preside over all meetings of the executive committee and general body.
6.1.2 He shall represent the association and communicate periodically with other cultural and social organisations, inspect all records held in the association, and accept the suggestions and complaints from members on behalf of Executive Committee
6.1.3 He shall declare the decision of the meetings and make sure that decisions are complied.

6.2
The vice president shall assist the President in all his functions. In the absence of the president, vice president shall exercise and discharge all the functions of the president.
6.3
6.3.1 The secretary shall execute all the decisions of the committee and general body.
6.3.2 He shall carry out all correspondence and maintain the following books and records.
a. Register of members
b. Minutes book
c. A copy of the bye laws
d. All correspondencee.
He shall represent association in the court in case of lawsuits.
f.The secretary shall have the power to spend an amount as approved by General Body at a time subject to a maximum monthly limit specified by the General Body without sanction of the executive committee for meeting expenses of the association. However such expenses should be presented and ratified in the next committee meeting.

a. He shall be the custodian of the funds and books of accounts of the Association and shall disburse all the payments authorised by the Committee.
b. He shall deposit all moneys and other valuables received on behalf of the association in such bank as approved by the committee.
c. He shall operate the bank account of the association jointly with the Secretary and President.
d The Treasurer shall collect subscription, entrance fee, donations etc. and issue receipt.
e. The Treasurer may keep cash in hand not exceeding Rs. 1000/- at a time.

The committee may nominate the auditor for the first year and he shall not have any power in the committee.
7.
7.1 An eminent personality from the society shall be chosen as patron for the Association. He will guide and advice the executive committee and office bearers.
7.2 The administration of the association shall be vested with the executive committee consisting of a President, Vice President, Secretary, Joint Secretary, Treasurer and Committee members not more than six.
7.3 All the members of the executive committee shall be elected from the members present during the annual general body meeting by secret ballot, if necessary.
7.4 Such elected committee shall hold office for a period of one year.

9.
I) The executive committee, which holds office for one year, shall meet at least once in three months with ten days notice.
ii) The quorum for executive committee meeting shall be 60%.
iii) Serving three days notice to the Members may convene extra ordinary committee meetings.
iv) The secretary shall convene a committee meeting on the request of not less than 30% of the members of the Executive Committee.
v) A committee member who absents himself for more than three consecutive meetings without notice to the effect in writing shall automatically cease to be a member of the committee. Co-opting a member by the executive committee shall fill in such vacancy.
GENERAL BODY MEETING
vi) The general body meeting of the Association shall be held at least once in a year. vii) The secretary shall give at least fifteen days notice with the agenda to the members specifying the date, time and place of the meeting. viii) A general body meeting should be called in the month of Dec every year and new committee members to be elected for the coming year ix) The secretary at short notice shall call the extra ordinary general body meeting as advised by the committee. x) The quorum for general body meeting shall by 30% of the members on the register with voting power. xi) The secretary shall convene an extra ordinary general body meeting with in a week on the receipt of a signed request containing specific business from at least 40%of the total members on the roll. B) A 7 days notice for committee meeting and 15 days notice for general body meetings to be given.
C) AMENDMENDS OF THE BY LAWS
i) Any of the clauses of this bye laws may be amended, modified, deleted or new clause added only at a general body meeting called for this specific purpose with not less than two-third majority of the members present. ii) A ten days notice shall be given to the members along with a copy of such amendment to byelaws to be adopted.
D)
The reason for the dissolvement of the association to be intimated to every member by a notice and call the general body meeting. Such meeting should have minimum of 2/3 rd members on the roll present or supported by proxy. The assets of the association after the liabilities may be transferred to any other such registered organizations as per the member’s choice. If such decision cannot be taken, then the assets may l be given to the government.

10.2
10.2.1 A draft plan of the projects and proposal to be under taken by the association shall be prepared by the committee and presented during the annual general body meeting. It shall be the duty of the next elected committee to execute such plans and proposal approved by the general body.

10.4 FAMILY DAY CELEBRATION
The family day celebration of the association shall be held at least once in a year preferably during the month of July or August with one-month notice. All members are to attend the celebration with their families. The President of the association will preside over the functions
